Adolescent Caution and Referral Program (ACAR)

A Police and Community Early Intervention Program

 

The ACAR Program

The ACAR Program is a pilot program that aims to connect young people (referred to as program participants) to local support services as an alternative to court attendance. The project is managed by a Steering Committee comprised of representatives from Victoria Police, Gateway and Inner Eastern LLEN’s (Local Learning Employment Networks), Monash Youth and Family Services, Whitehorse Youth Services and Boroondara Youth Services.

The program is not designed to penalise or punish program participants; rather the program is designed to support the participants to access local support services and connect them with key agencies, while also providing the opportunity to follow up and contact and/or track the young people at relevant intervals. This is a 18 month pilot program commencing in February 2009.

The program will be evaluated, reviewed and the feedback and recommendations will inform future programs.

 

The ACAR Program aims to:

  • provide support, assistance and encouragement to young people through strategies that intervene to divert them from the criminal justice system
  •  increase the young person’s awareness of the local support services that can be accessed
  • connect project participant with relevant, local support services to provide appropriate assistance
  • increase awareness of project participant, of the local support services that can be accessed
  • provide follow up to assist project participant to connect to education, employment or appropriate support
  • reduce the time between young people coming to the attention of the police and accessing appropriate intervention and support
